In Word 2007, is it possible to generate a Table of Contents (using the
normal method via the References tab) and also assign multi-level numbering
to the different text levels (i.e. assign Roman Numerals to the first level
items, then assign lowercase a,b,c letters to all second level items, etc.)?
I've tried, but when it applies the Roman Numerals to the first level, the
second level is wiped out from the Table of Contents.

You can apply outline numbering to the TOC styles.

The usual approach is to add numbering to your headings (assuming that you
are using heading styles to build the TOC), which will then be reflected in
the TOC the next time you update it.

Place the insertion point in the first Heading 1 paragraph of the document.
Click Home | Multilevel List | Define New Multilevel List. In the dialog
box, choose the settings that you want for each numbering level. In
particular, make sure that you associate each heading style with the
appropriate numbering level (to see that option, you may have to click the
More button).

Use the built-in heading styles for your heading paragraphs, and apply
numbering to the styles. The numbering will then be correctly reflected in
the table of contents.

To define the numbering: Place the insertion point in your first Heading 1
style. Click the Home tab, click Multilevel List, and then click Define New
Multilevel List. Click the More button to see all options in the dialog box.
Choose the desired numbering for each level, and be sure to choose the
appropriate paragraph style for each level in the "Link level to style" box.
When you are done, click OK.
