Try this, open Control Panel, open Regional and Language Options, go to the
Languages tab, under "Supplemental language support," place a check next to
"Install files for complex script and right-to-left languages" and click
apply. You'll likely be asked for your XP CD. Once complete, check to see
if Hebrew is then in the list.
