Wrong newsgroup; this isn't a Windows issue - it has to do with Outlook.
Sounds like you're using a version prior to OL2002 and are using Internet
Mail Only mode. You'll need to switch - get your Office/Outlook CD out, open
Outlook, go to tools, options, find the Reconfigure Mail Support button on
one of the tabs, and click it. Put in the CD when prompted and follow the
prompts - when you're done, you'll see tools | services in Outlook.
