What are the steps that I need to take to add a machine as a DC and a GC
server on a different subnet?

Currently, I have two GCs and DCs on network 10.100.100.0. I have just
added a remote office that is on the 10.100.102.0 network. I have promoted
a server at the remote site to a DC and a GC but the clients still cannot
logon to the network. If I demote the DC/GC at the remote site clients are
able to logon to the network using one of the DC/GCs at our headquarters.
What am I doing wrong?

You want to use Active Directory Sites and Services to create a site based on a
subnet. AD computers will always try to first logon to a domain controller in it's
site. Of course the dc needs to be set up correctly and registered in dns including
_srv records so that the domain computers can find it. Running netdiag and dcdiag on
a domain controller can tell a lot about it's configuration being correct or not. ---
