Adding/Creating a new language

I need to add Tibetan to Windows XP (W. Vista already includes it). Does
anybody know how to set up a new language in Windows XP?

Install a Tibetan-language version of WinXP. While Vista Ultimate &
Enterprise (IIRC) includes the ability to change language-versions, no
version of XP does.

It could have been a possible solution, but it does not work. I have
contacted xenotype technical support, and they have confirmed that it is not
a full language script for Windows XP. And that is what I need.
Is it possible to install a full new language script for Windows XP? And if
it is, where could I find the right files to do it?
