Adding common "Favorites" for "All Users" or "Default Users"

All,

I am wondering if there is a way to add a list of Internet
Explorer favorites that would be common to all users that
log onto a workstation. I have read of editing the
registry, however is there another way? I am looking for
something similar to adding shortcuts to the "All Users"
desktop folder. When doing this any user that logs on
will see the same folders/programs/shortcuts on their
desktop as anyone else. Is there a way to do this with
the Favorites under "All Users" for Internet Explorer?
