adding a button to toolbar

Running WIndows 2000 and Outlook 2000.

How can we put a button on the toolbar as a shortcut to a new email message
with a distribution list already on the TO: line.

We had this set up a few years ago, but for some reason it is gone from the
persons machine now and no one remembers how we got it there.

Any help would be greatly appreciated.
