Adding Background Sounds in Mail

I am using office 2003, In web tools Bar I am selecting Sound button to add
background music. But i am getting response as " The object was created in
HTML INLINE sound ctl. This application is not available to open this object.
Make sure application is properly installed"
I reinstalled two times. How to activate that button? or How to add
Background music in a mail?

Please Help me. Thanks in Advance.

If using Windows XP SP2 or later, this option has been disabled as it provides a vectory for security risks.
