Adding Admin rights to a program

I need a simple program (not like install shield or wise installer) or a
process that will allow me to wrap admin rights around a program and install
it on mulitple systems where the users do not have admin rights. We use SMS
2003 for the corporate side, but have about 3500 remote that are not part of
our domain.
