Add Trusted Domain Error

I have 2 windows 2000 domains on the same class C network.
Both DCs can ping each other by name.

When I try to establish a trust between the 2 domains I get an error
saying RPC server is unavailable.

I have checked the services on both DCs and they are running.

Any ideas on what I should try next? Thanks.
