I have added titles to different places, but I cannot find one to add it to
the top of the clip. I also want to manipulte the wrapping on the titles,
left, center and right justified are not enough, sometimes the titles go over
the edges of the picture/clip.

if your title clips are on the video track, they are not on top of other
clips.... but you can drag any of them from there to the Title Overlay track
and move it to where you want.... it'll be over whatever clip is on the
video track...

the text positioning is a bit limited... to what you can get by changing
font sizes and justification, and animation style..

Try the TYPEWRITER animation. It places the text at the top of the frame.
