Add shut down and restart to start menu

I've "inherited" administrator privileges at a Retirement
Community running 2000 Server. Even when logged on as
admin, I do not have access to "restart" or "shut down,"
only "log off." I merely want to be able to restart the
system periodically. Have already updated Windows, AV
software, etc.

Would someone please take pity and give me a quick
tutorial. I'm a fish out of water!!

No sound when I start up my computer and when I shut it down I have to go to restart to start up the computer, then when it comes up I go down to start snd shut down mode then it will shut itself off.
