Add/Remove Windows Components Setup Error

When trying to access the Add/Remove Windows Components
applet from Control Panel I receive the following error
message:

The program cannot start, probably becasue your user
account does not have permission to modify the system
registry. For more information, view the Application Event
Log.

Once dismissed, I receive another dialog box with the
message:

The appication could not be initialized.

I am logged in as the local administrator, can access the
registry via RegEdit, and there is nothing in the
Application Event Log!

I've searched high and low through the KB and on the
internet and cannot find a solution. Any help that anyone
can provide is greatly appreciated.
