When I try to open the "Add or Remove Programs" window, it never populates
with any programs. I have tried the
regsvr32 appwiz.cpl
solution but to no effect.

Any other suggestions?

Try these steps for the Resolution:

1. Copy the appwiz.cpl file from the servicepackfiles folder to the
c:\windows\system32

2. Check for any drive errors in the hard drive in the computers, Run Chkdsk
/r from recovery console by booting with win xp cd.

3. Also try and perform a disk defragmentation in the computer on the hard
drive.
