add remove causes computer crash

Whenever I try to open the add remove module in the control panel, it
opens briefly, says it is "populating the list", then a blue screen of
death appears, getting a BCP4 error? whatever that is. Other than
that the system is working fine.

I tried restoring to a week earlier but same thing. I would like to be
able to use the add remove module. How serious is this problem and more
important how do I fix it?

What is the exact error message? Research it here.
