add ons menu is missing

On of users complained she cant access the particlular site.
I found this site uses Adobe flash.
I tried to check add-ons but this item is missing from the tools menu.
What can be done?

Which OS? Which version of IE?

If it is not XPsp2 the closest option you have to the one you are looking for is:

Enable third-party browser extensions (requires restart)

(in Options, Advanced tab, Browsing section)

Alternatively you could try a tool such as BHODemon (from DefinitiveSolutions)

XP SP1, IE6
Third party is enabled - does not help.
Right now I'm trying to install SP2 - all machines that have it do not
experience any troubles.

You missed the point. Uncheck it to *disable* all BHO's.
That would be the closest you can get to No Add-ons in IE6sp1.
