My customer (180,000 seats) has requested that we add the following feature
for the purpose of users replying to all for email messages in Outlook. They
would like a number displayed in the message that shows how many people the
message is going to be sent. They are hoping that this would deter users
from replying to all when a distribution list is being used which may contain
hundreds or just a few people.

I doubt that'd help. Why would a little number deter anyone? If it was a
pop-up message, maybe, but...

I'd recommend two tactics:

1) For large DLs that not everyone should be mailing, lock them down so
that people can't mail to them without permissions.
2) For other DLs, encourage people to use the form that you create

Require its use through rules and training.
