add new user and password

This seems so easy, but I can't figure it out. I have a secure split
database. I need to add a user with a password. I seemed to figure out how to
add the user, but I can't figure out where to enter their password. What am I
doing wrong? Can I get step by step instruction to enter a new user and
assigning them a password? Thanks.
