add new hardware wizzard keeps re-dectecting installed plug and play hardware

kb298370 is based on this problem but blames the problem
on 3rd party drivers. Well my driver came shipped with
wondows XP for a lexmark z22. the device is fully plug
and play compatable. Windowz detecs it evan when
uninstalled and un pluged from the USB port. Any one have
any Ideas?
