add new hardware wizzard EVERY TIME

Hi,
I don't know if this belongs in this forum, but anyways.... every time i
connect a new device (usb or the like) that has been connected before, the
add new hardware wizard pops up. it's not really a problem but a petty
annoyance. with things like flash drives, ipods and external hard drives,
doesnt windows usually install them automatically in the background? how do i
configure the new hardware wizard to do this?
