How do I disable the "Add New Hardware" wizard so it doesn't have a chance
to install any drivers before I install the ones from the hardware
manufacturer?

With PnP working normally you install the drivers before you insert the
hardware. Please review the installation instructions provided with the
product.

The true process to install the hardware:

1) Install the drivers first.

2) Connect/Install the hardware onto/into the PC.
