Following is a brief discription of my problem:

In Controll panel the add new hardware, add or remove software and system
applications open briefly when executed and then closes by itself. As a
result I cannot add new hardware or manage my software.

On startup I'm notified that the egdaccess_1063.dll file could not load.

Are these issues related?

Any suggestions how to fix the problem?

Thanks Rich,

Your advise got rid of the dll warning but has done nothing for accessing
applications such as "Add New Hardware", "Add and remove software" and
"system" in the control panel. Any idea what could be causing that problem.
I'm relatively confident that it is not virus related as I'm running and up
to date version of NOD32 and regularly sweep for spyware etc with Lavasoft.
