ADD NEW and EDITING functions - OUTLOOK 2003

The tool bar NEW, BACK, FORWARD, STOP, REFRESH and all EDIT functions, TOOL
BAR in the VIEW menu selection, and CUSTOMIZE, OPTIONS, SPEACH in the TOOLS
menu selection are all "grayed out"

How can I activate these functions?

Did they ever work for you?
Have you got a properly configured mail account in Outlook?
Have you activated your copy of Office already?
