add messages to flag colors and add flags to tool bar

I want to add colored flags with the attached message (Followup, Holding,
etc) to my toolbar, so I can remember what the flags are for. In the Action
menu they only have Followup listed and you pick a color. Is there a way to
either add the colored flags + message to a toolbar or add the message to the
Action menu and select a color?
