how would i get the icon "new email" added to my tool bar so i don't have to
go to File; New; Mail Message, (Vista OF Course)

view, toolbars, customize... it should be near the top of the commands
section. Or forget the mouse and use ctrl+shift+m in any outlook folder.

Try this:
View menu > Toolbars > Customize > Commands tab
Action category > Drag "New Mail Message" to the toolbar.
Click Close to close the customize dialog
