have seen an add-on that will egregate into a splash box new email receipts
from preidentifed snders and hold it there until opened. The splash box is
moveable around the screen and can also be minimized. It may be a third party
that is "for pay". What this does is provide "alert" type that an email has
beeen received from a very important sender and highlights that receipt
amongst all the emails being received. It also allows the computer owner to
select the emailer that it wishes to spotlight.

Thanks. (E-Mail Removed)

I have never seen such an addin but I think you can do it with a rule - use
the action to display a message.

Are you talking about the New Item Alert window?
For an example, see the screenshot all the way at the bottom of this page;
