Add Domain User to Local Group at time of System Build

Hi,
I wish to add a domain User account to the Local Administrators group of
all my workstations as part of the RIS deployment. Can this be done and how.
I would also like the password on this account to expire within 2-3 hours.
can this also be done. We are using Win2K Pro and Server.
