ADD Contact Group Without MS Exchange

I am looking for a way to ADD a Contact Group to Outlook when Microsoft
Exchange is NOT used. Especially when the email server is at corporate.

We are looking for a local solution to build and distribute a local Contact
Group that users can ADD to their Outlook 2003 Address Book (Contact List).
