Add and removing programs problem!!!

I can't add or remove programs on windows xp sp2, tried getting the hofix for it off Microsoft.com but because of programming differences in US had to try Microsoft.co.uk, where they were as helpful as a chocolate fire guard!! Its not avaliable to download can't find it anywhere??

The event ID is: 7023

The article ID on Microsoft.com is: 328213

Any help on my problem would be great!!
