I know FrontPage can handle the ADA issues I've read
about. Which ones are you having trouble with? There is no
plugin for the ADA specifically, if that is what you want
to know.

FrontPage 2003 has an accessibility checker.

We check your pages for WCAG pri 1, pri2 and Access Board Section 508, then
generate a report for you.
