AD on windows 2003 R2

Hi, I have a AD with windows 2003R2 (DC).
I want to associate a windows 2003 R2 (server1) to it. but I need to create
2 user(xpto, xpto1) in the DC they are normal users but in the the server1
they are administrators.
But when I associate the server to th AD I wish to be able to install
software locally on server1.

How can I do this ??
