net view will search for machines like if you use My neigbourhood option.
This depends on NetBIOS names and with subnets you need WINS server in every
subnet. Maybe this is the reason that you can not see any other machine.
Or you do not have enabled NetBIOS over TCP/IP on the clients.

You can not specify the logon server, mostly it is the DC in your site, but
can also be another one, often uses the DNS server if it is also DC.

If you can ping between the subnet's with ip address, computer name and FQDN,
it should be fine.
