By default the KCC is enabled within each site and between sites
The KCC on each DC generates its own INTRA-SITE replication topology
The ISTG (Intersite Topology Generator, a process of the KCC) is the
DC within a site (for each site see the NTDS Site Settings object to
see who is holding the ISTG role) that generates INTER-SITE
replication topology.
