ad-on disabled

Hi again.

I don't know how but I keep getting a message that IE has add-ons disabled.
At the same time I have lost the function of my cd rom.
I don't Know if one has anything to do with the other??
I tried to go to tools and manage add-on but it is greyed out.
I ran updates and there was something about activex but didn't provide a
method of downloading.
Hope you all can help.

WinXP SP2 or WinXP SP3? IE version?
