ActiveX controls and local policy

not sure what else happened, but when i try to install some software
that installs an activex control (its a screen reader) my computers
telling me that i don't have permissions to install an activex control.
i have tried this on the default administrator account and reset my
security settings to either medium low or low and still nothing.
