ActiveX - Cannot access Windows Update & other pages

I'm working a problem for a friend. He has a Compaq PC, perhaps 3 years old,
running XP Home. When he tries to access certain web pages, including Windows
Update, he gets the meassage: "Your security settings prohibt running ActiveX
controls on this page. As a result, the page may not display propely". XP is
at SP1, and we're unable to get to SP2 and other updates. There is no
Information Bar to accept ActiveX, and I assume that is because he is at SP1.
I've set his Security to LOW, but that does not help. I disabled all loading
programs in Start and MSCONFIG, again no help. I'm looking for suggestions as
to how to get by this problem.

Hi,
1) You can get SP2 sent to you on a CD. This is better than downloading & it
is free.
2) I couldn't access those pages. It was being blocked by my antivirus
(Norton). With Norton disabled for 5 minutes the pages were accesible again.
So check this is not the problem on your mates PC.

Thanks for the response. I check the MS web site for a place where I can
order SP2 but can't seem to find it. Would you have a link?
