Active X Problem

Hi all

I am having an issue I cannot wrap my head around. This is a TS Windows
Server 2003 environment using IE 6.0 SP1

There are some site that require Active X downloads but the option to
install them is not present for users. Only the administrator.

I was hoping that if I just login as an admin, remove admins from the IE
security group, download the plug-in & install (using the bar prompt via IE)
and set the security settings back and log in as a ueser and voila - fixed

I have added the site to the trusted sites list and have set secuirty even
lower but the user still gets prompted to install the active x control only
to find that she is unable when she clicks the prompt (only states click
here for more info)

Any suggestions?
