Active Directory(?) - Users running a file

Is there a way to find out (maybe using Active Directory?), which users are
currently running a particular exe file? Up until now, I have used the old
WinFile program to get this information, but since my company is moving to
Windows Server 2003, this will not work.

I would be interested in .Net code, or a small downloadable utility.
