Active Directory Migration Tool Problem

Is it possible to use Active Directory Migration Tool to
move users from one forest\domain to another when both
are Native mode Win2K? I used ADMT when I upgraded my
original NT domain to a new Win2K domain and it worked
fine but I'm having problem using it in the
aforementioned environment. My goal is to create a Test
forest/domain that mimics my current which consist of 2
DC's, a separate Exchange 2K server plus numerous WinXP
and Win2K Prof workstations. It's a small network. When
I run ADMT to migrate users I get the error "Could not
verify auditing and TcpipClientSupport on domains. Will
not be able to migrate SID's. Access is denied." I've
configured auditing and added the appropriate registry
key in the source domain controller for this error but it
still doesn't work. Any help is appreciated.
