Active Desktop - Wallpaper - Desktop shortcuts

In the domain we implemented a group policiy.
We wanted to propagate the same background to all our
clients.
As the original wallpaper was in the format of .bmp and it
was about 500kb we decided to convert it into a JPG format.
which reduced the size to 65kb.
As a result we had to enable Active Desktop through the
domain-wide GPO to successfully display the background.
But we also had to allow the following in the GPO
otherwise it didn't work.
We had to allow to show the shortcuts on the desktop.
Before we stated through te GPO to have a clean desktop.

Is there any otherway to succesfully propagate a .JPG
background (which is located on the Fileserver) to all our
clients and to have a desktop without any shortcuts?
