Active Desktop does not allow active web content

My question is on Global policy settings. I've enabled
active desktop, enabled desktop wallpaper with a path to
our intranet site. My intention is to have it as the
ACTIVE desktop for all users. It displays correctly, the
java script to run menus operates correctly, but no
active links work. How can I get them to operate as
active web content?

Does other web content work on these workstations?

There isn't much documentation on this, are the links in a seperate frame?

Do all clients have this problem? What if you make a different page your
active desktop? Do the links work that way?
