"Action" dialog box with flash drive

When I plug a flash drive into my computer, I get a dialog box offering
me various options. Suddenly this dialog box offers me only 2 options,
one of which is "do nothing." How can I get back the full range of
options that I am used to seeing?

In Device Manager uninstall the USB controller and root hubs. Reboot.

If that doesn't do it check this for other info.
