Act for Web on Microsoft WXP PRO

Act for web can be used as localhost. However, each time
that Act for web is logged out, the system still thinks
that user is active. After a couple of test
login/logouts the system shows multiple users and Act for
Web will not allow access based on the login information
provided by my system.

What needs to be done to make sure the system recognizes
a user logout of Act for Web (we only have two licenses
so the only way I know at this moment to clear the log
manually is to restart the computer.)
