ACT and Outlook not co-operating

When e-mailing / attaching documents, customer gets an ACT message
which says ... THE ACT! Address Book Service is not configured, or
the configured database is locked. Do you want to configure ow?

When needs to be done to get rid of that error message?

By asking in an Outlook newsgroup/forum?
