I found instructions for exporting my contacts from ACT! version 7.0 (2005)
but how do I get my calendar, histories and notes from ACT! 2005 to BCM v2?

Is there a date for a future release that includes conversion from ACT! 7.0?

The beta of BCM v3 supports importing from ACT! 2005/7.0.

Is the beta version available to the public? If so, where would I get it?

I don't know the distribution of the first beta, but the next one is
supposed to be available to anyone that wants to test it. There's
probably a signup page on the Office web site, but I don't know the URL.
