ACL permissions for front page administrator for authoring

Hi-

I'm having issues when a user designated as Administrator in Front Page
2003 cannot create folders or any files. The error reads as "You do not
have permission to do this operation. Ask your web site administrator
to change your permissions adn then try again, or log on with a user
account that has this permission. To log on with a different user
account click OK."

If I open the site in Front Page by logging on as the NT administrator
then I can create folders/file without any issues.

What am I missing? What permissions (and for which path) are needed for
this user (Which is a Front Page 2003 administrator) to be able to
author stuff?

I used FileMon.exe to check for file access records; but it did not
indicate any failure records.

Any ideas?
