Is there anyway that I can use the ms provided customer service db with
office 2003. If not are there other customer service templates I can use.

Try saving it in Access 2003 format.

You won't be able to use that template with Access 2003, because it uses
multi-value fields, which are a new feature of Access 2007 and won't work in
any earlier version.

I'm not very familiar with most of Microsoft's templates, so I can't really
say whether any of these will fit your needs or not, but you can find a
complete list of the Access 2003 and earlier templates at the following URL
