The only program that I know of that you can select the print size and
position top and left margins on the page is MS Photo Editor. Unfortunately
it has a number of limitations.

Can anyone recommend another printing program that will allow you to select
the photo size and its position from the top and the left side of the page?

Any DTP program. That stands for desktop publishing--MS Publisher and a
myriad of cheaper and more limited programs. Google "desktop publishing"
and you will get 2 million hits.

I do have MS Publisher, which I rarely use. I will have to get into it to
find out how to do precise printing.
