In order to restore some of my Windows XP components, I need the file
accserv.mib which I cannot locate. My computer is a Dell and came with all
software installed. I don't have any CD's. Where can I locate this piece of
softwre?

Search the Computer/Machine for it and extract it to the location needed,
usually:
C:\Windows\System32.
It will be in this Directory (\i386):
c:\Windows\ServicePackFiles\i386\accserv.mib
