If i create another user account on XP Pro, do all the tweaks I have applied
to my "services" stay in effect? I'm having some Logon issues with Dameware
and want to create a "fresh" account to trouble shoot.

Depends. Windows has user-specified and machine-specified settings.
You can clone your user profile: create the new user and log on. Log
off all users and log on to an Admin account. In the Control Panel >
System > Advanced > User profiles > Settings you can now copy an
existing account to the new account.
